according to Diamond Distributors (and confirmed by UDE), BEUD will be the annual SJ promo card in Shonen Jump Magazine No. 37 (Jan 2006) Volume 4, Issue 01 (2005.11.08, Shueisha/VIZ, UPC 0-009281-018476).
the "Jan 2006" ships in late November 2005 to subscribers and should be on newstands first tues of december.

Don't confuse the "January 2006" issue (which is to say, the issue that is cover-dated January 2006) with the issue that is published in January 2006 (which will be cover-dated March 2006).
Shonen Jump Magazine No. 37 (Jan 2006) Volume 4, Issue 01 (2005.11.08)
1 card total (1 Ultra Rare)
Ultra Rare Card:
JMP-EN005 Blue-Eyes Ultimate Dragon
Shonen Jump Magazine No. 39 (Mar 2006) Volume 4, Issue 03 (2006.01.03)
1 card total (1 Ultra Rare)
SP1-EN = Weekly Jump Magazine 2002 No. 4-5 (2001.12.28) [WJ-04]
Ultra Rare Card:
SP1-EN004 Exchange of the Spirit
As to confirmation, I can't give you any.
This info comes from an e-mail sent by Diamond Distributors, a reputable comics and magazine subscription fulfillment company, to vendors who pre-ordered the January 2006 SJ when it was first solicited some months ago, advising them that promo card, which hadn't been decided when that solicitation was made, would be Blue-Eyes Ultimate Dragon and inquiring whether they'd now like to increase their orders as a result of this info.
Be advised that the e-mail didn't state the rarity of the promo card, only its identity, so "Ultra Rare" is a presumption on my part, based on the fact that the three previous annual promo cards have been Ultra Rare.
It could be Super Rare (or even Parallel Super Rare) like P3-01 or Ultimate Rare like SDX-001. It also could be Secret Rare like JMP-EN004 Obelisk the Tormentor or even, heaven forbid, Common like KA-37.
But if I'm right and it's Ultra Rare, it'd also be a uniquely new TCG card...
so grab a few to trade to the kiddies
